Steps to reproduce:
1- create a new ODG file
2- try to drag a snap line from rule >>> unable
3- menu Insert > Insert snap point/line
4- Choose a vertical snap line and position >>> OK
5- menu File > New Drawing
6- A new document appears
7- switch to 1st file
8- Snap line has been removed
9- try to drag a snap line from rule >>> OK
