I understand your point and I agree. It is very reasonable. If I had the full control of all the documents then I would come up with something else, too. But at the end of the day, it's the end users who decide what they want to do with their files disregard how unreasonable it may be. And it is quite common to see files like I stated thrown around from office to office... It is only a feature request. I know its priority is not high either. If it is too much, then it's ok.
