Steps:
1. Insert a graphic into the Impress
2. Select the graphic, set the position to a very small negative value, e.g.
Horizontal: -28cm, Vertical: -28cm. (The graphic is moved to the position that
is away from the top-left corner)
Expected result: can drag the scroll bar to locate the graphic
Actual result: cannot
