I'm on OpenOffice 3.4.1. I'm running Windows Server 200X (I think 2008, but
I'm not sure). The same thing has occurred with several different jpgs. If I
use a png file, the error does not occur. I have only seen this error with
jpgs.

Did you open the odg file I attached and try exporting it? Did it end up
looking like the pdf I attached? If you created your own odg file and put your
own jpg in it, and it was able to export correctly, could you upload that odg
file here so I can export it, and see what comes out on my end?

Here are the steps I used:

Create a new drawing in OpenOffice.
1. Open a folder that contains a jpg on your computer in another window.
2. Drag the jpg onto your document.
3. The image should appear.
4. Select the crop tool from the toolbar.
5. Drag one or more sides in.
(optional) Radically crop the image to see the effect more clearly.
6. File->export to pdf
7. On the menu that comes up, make sure the image radio dial is set to
"lossless compression"
8. Select export and save it.
9. Open the pdf.

I just happened to retry it, but this time set the image compression to "jpeg
compression". When I exported it with that setting, it came out looking like
it should (although losing some quality). Then I tried it again with "lossless
compression" and the error resurfaced.
