I missed something when making my previous comment. If you're in the AOO start
screen, then there is not Keyboard tab in the Customize dialog (Tools >
Customize). You need to choose an application (e.g. Writer) to see a Keyboard
tab in that dialog. (I checked this in AOO 4.0 on Windows 7.)
The following keyboard shortcuts are grayed out:
* F1 (typically assigned to help)
* F6 (reserved for cycling through frames, or in AOO through the big UI
components or panes such as the menu bar, the toolbars, the Navigator (when
open), the Styles and Formatting panel (when open), the sidebar (since AOO
4.O).)
* F10 (activate menu bar options)
* Shift + F1 
* Shift + F2 
* Shift + F6 (navigate in opposite direction as F6)
* Ctrl + F1 
* Ctrl + F4 (close the current document)
* Ctrl + F6 
* Ctrl + Shift + F6
* Alt + F4 (quit the application)
* Ctrl + Alt + F4

Except for F6 and Shift+F6 (without which, keyboard navigation would be
impossible for parts of Office), the reason for "protecting" these shortcuts
seems to be consistency with other applications. Some of these are really
fundamental, like F1, Ctrl + F4 and Alt + F4. 

The other shortcuts need more info before deciding whether their "protection"
should be released or not.
