In OOo times there was a build mode only used by release engineers (a.k.a.
"updaters" as they updated the code base by merging the finished development
branches).
This build mode was enabled by setting the environment "UPDATER" to "YES". The
special handling is obsolete for Apache OpenOffice. The many parts of the code
base that use the environment variable "UPDATER" conditionally should be
cleaned up to always assume that it is not set to "YES".
