And a restart is needed even at first installation. (but this was not tested on a clean profile). So, based on what I see (Linux64), I would say that the issue can be reduced to what the current title says. If this is the issue, it's best fixed with a warning, since I heard from Juergen (jsc) that we might want to get rid of the "no restart needed" feature as it greatly increases complexity for very minor benefits.
