I know its available, I made it. But my point was that before Apache, danish
was part of the core package, not an addon.

I am not sure how it works technically, but something like the following checks
should work:

1) check is there an upgrade for the exe
2) check for each installed language (addon) if its available in the upgrade
if lang available:
3a) suggest upgrade to user as today
if lang not available:
3b) suggest upgrade to use, but warn that it will be limited to en-US.

Even though language packs are extensions, I would not extent this feature to
"normal" extensions. Extensions have their own ecosystem, whereas language
packs are AOO releases.

Just as as side notice, I have been thinking about the our language packs
(extensions) should also have a version number, since it would enable us to
release updates here as well.
