I was able to reproduce this issue in OpenOffice v3.4.1 English version
(Windows 7 Home Premium Service Pack 1)

1. Open OpenOffice Writer
2. Create a 3 page document
3. Click View-->Nonprinting Characters (if not already enabled)
4. In the bottom right, next to the zoom bar, click the icon that looks like
two separated pages side-by-side (the second of three icons)
5. Click Tools-->Options and expand "Language Settings" section
6. Click Languages
7. Check the "Show UI elements for Bi-Directional writing" checkbox and click
OK
8. Type Ctrl+Shift+D or click the "Right-To-Left" button which should now
appear on the toolbar
9. The nonprinting character on the line where your cursor was should now be on
the right side of the page, but the pages should still remain in order 1-3 with
page 1 on the left and page 2 on the right.
10. Even if you select the entire document before completing Step 8, the page
order (1-3, left to right) does not change

I've attached the Writer document I worked with to reproduce this issue.

I've replicated these steps in Miscrosoft Word 2010 English version (Windows 7
Enterprise Service Pack 1) and the page order did not change in that program
either. The replication steps for this program can be found inside of the
attached Word document, which is also the document I used for replication.
