I tried to replicate this behavior using a windows 7 HP Elite Book PC with
Windows XP. I also used Open Office 3.3. 
I was able to get the decimal tab to set correctly in the table without having
to use the tab key to get the decimals to line up. 
This bug appears to be fixed in OpenOffice 3.3. I tried to download an older
version open office and found that 3.3 is the oldest version supported at
Apache OpenOffice. The Bug report does not state which version of OpenOffice
was used when this bug was found and reported. Based on the fact that this Bug
has not been updated in the last 3 years, it is possible that the version of
OpenOffice that was used when this Bug was first reported is obsolete. 
The steps I took to try and replicate this bug were as follows:
Open the Open Office 3.3 Writer.
Insert Table 
Select all columns and Rows
Right Click
Select Number Format
Select User Defined Select the number of Decimal places and Leading zeros. I
used 9 on both. 
click OK
I went into different columns and set the decimal places differently and it
worked as it should. The second column I used 5 leading zeros and 5 decimal
places. I used different font sizes and characters.

I also did this a bit different to see if it would work the same way. 
Right Click
Insert Table  
Select all columns and Rows
Select Paragraph 
Select Tabs
Choose Decimal position ( I chose 2.00) and selected Decimal then hit OK
I typed in different decimal in different amounts in different columns this
worked without using the tab key
I also typed numbers in then added a decimal in the middle and it moved the
decimal to the proper place.

I tried this in MS Word 2012with adding a table and MS Word 2010 does not have
this functionality. I also changed the font sizes to see if the decimal
position would change and it did not. 
I did a search for duplicate bugs and did not find a duplicate.
Based on these findings I would believe that this bug could be closed.
