When opening a DBase file by double clicking a DBF in windows explorer, a
dialog title "Import DBase files" is opened, wherein you select the character
set of the file. The user expects this dialog to popup in front of windows
explorer, but often it does not open "in front" and might thus not be visible
to the user.
Steps to reproduce:
1. Ensure OpenOffice Calc is not running.
2. Double click a DBF file in windows explorer.
3. The "Import DBase files" dialog is shown. SOMETIMES it appears in front of
the windows explorer, but often it opens behind it.
4. Maximze the OpenOffice Calc window.
5. Open a second DBF by double clicking on it. This will unvariably open the
"Import DBase files" somewhere where it's not seen.
