There needs to be a choice box in Data ranges... to select either the primary
or secondary axis.

In the attached file the data is 'real' and a simplified version of a much more
complex chart which had more grid lines etc.

The requirement is to extend the red graph in a different colour for the next
year, (2013)

Relevent factors:
  The red graph uses the secondary axis.
  The primary axis does not include zero

When a new set of data ranges is added to make a new line, 
     Name at E1
     x-values   $A$44:$A$90
     y-values   $C$44:$C$90
             no line appears because it has been assigned to the primary axis.

Work round:
To make the new line visible, you need to 
     set the minimum of the  y-axis controls to zero,
     reset the properties of the line to secondary axis
     reset the minimum of the y-axis to its former value
   Not nice.
The choice between primary and secondary axes is a property of the data range
setting, and, once a primary axis exists, should be an option.
