OOo 3.3 introduced text import option "Detect Special Numbers" for all users
who suffered from date evaluation when importing pairs of numbers such as sport
results such as "12-11" or "12:11". 
Seemingly, even more users suffer from text type import when they actually want
date/times.
I'd like to suggest that "Detect Special Numbers" should be turned on by
default when importing text files or when paste-special text. When using the
same dialog with the "Text to Columns" feature it is switched on (and disabled)
anyway.

I think that someone who gets "12th of November" for "12-11" may stumble upon
the option and retry with special numbers unchecked. Whereas someone who
imported wrong text being unaware of data types can not recognize why his
spreadsheet does not work properly, especially when all the data look alright.

Personally, I would prefer to abolish this option and evaluate 2 numbers
separated by a date separator only if the sequence came from the keyboard.
Virtually nobody ever wants "12-11" in a text file evaluated as date. Dates in
CSV dumps always include the year portion.
