I may be able to describe what the original poster noticed.

I have used the following build and configuration…
Apache OpenOffice 4.0.1; AOO401m5(Build:9714)  -  Rev. 1524958
Windows 7 Ultimate 64-bit, Service Pack 1
Intel Core 2 Duo T6600 2.20 GHz, 4GB RAM

1.  Open 1st instance of Writer
2.  Type "text1"
3.  Open 2nd instance of Writer
4.  Type "text2"
5.  Turn on Edit->Changes->Record and Show.
6.  Type "text3" on line two of the second instance of Writer.
7.  Delete the first line, i.e. "text2"
8.  Result:  "text2" is strikethrough; "text3" is underlined.
9.  Highlight and copy both lines.
10. Return to 1st instance of Writer.
11. Turn on Edit->Changes->Record and Show.
12. Highlight "text1" and paste over it.

Result:

What was the strikethrough line in the 2nd instance ("text2") shows up as a
blank line.
"text3" is pasted as expected.
"text1" shows up with strikethrough.

Comments:
I believe the blank line (what would be "text2") is what the op has referred to
as the forgotten text.
Even though “text2” has been deleted in the second instance, the user can still
see it, select it, and seemingly copy it.  I think it is reasonable to expect
that when you paste in the first instance of Writer, the “text2”  should still
show up as strikethrough rather than a blank line.

I performed the same steps in Microsoft Word 2010 (version 14.0.7106.5003). 
Word behaves the same way as OpenOffice Writer in this regard.

I can also see the implications for group work that were pointed out.  Suppose
person 1 is writing section 1 of a report and person 2 is writing section 2. 
Both are using changes record mode.  When the two partners eventually combine
their work into a single document, it would be nice if they could retain all of
the strikethrough text.
