In certain WW8 documents the numbering attributes for headings on outline level
1 are not given as expected by the current WW8 import code.
Import the given sample file --> headings on outline level 1 are not numbered.
WW8 import code needs to be adapted. The corresponding code changes has been
already made in the past for Symphony and will be taken from the corresponding
contributed code.
