Rather the absolute position of the particular tool bar would be set once for
ALL windows, in the desired location.
As an option, it would have no effect for users not interested in using the
feature.
Currently, the default position is relative to the window of the particular
spreadsheet.  So that when another spreadsheet is opened (in another location),
the position of the tool bar is NOT the same.

The fact that one can move it around after opening doesn't help.  It is much
more convenient if the tool bar uses the same fixed position, so there is no
need to waste time and effort moving the tool bar each time a new spreadsheet
is opened.  With several spreadsheets open (for comparison), screen space is at
a premium.  There is a definite advantage to having several identical tool bars
overwriting each other, thus wasting less space.
