Two UI presentations are possible in Microsoft Word 2007 - 'inline' as given sample screenshot from fanyuzhen or as 'ballon' in the extended right page margin. OpenOffice exports a comment/annotation as a PDF structure element "Sticky Note". I am not sure, if a "Sticky Note" can be applied to a text range. I am recognizing that in Acrobat Reader the user can insert "Highlight Text", which highlight a certain text range and the user can give a comment. Both, "Sticky Note" and "Highlight Text" elements are shown in the Acrobat Reader's "Comments List" May be it makes sense to export comments/annotations on text ranges as "Highlight Text" to PDF. I would not prefer an PDF export as in Microsoft Word.
