I get the sense you have never tried to use an openoffice table for anything other than testing. In practice 124210 is a real pain, and is definitely a bug. Behavior for top edge is not the same as it is for bottom, right and left. Moreover, there is no reasonable workaround. The only alternative is to resize each row beneath the top row, all the way down to the base of the graph...which frankly is utterly inane. If you don't believe that, try making a table 20 row table, and format each row exactly the size you want. Now try to resize the top cell. Get back here and report how long it took you to make it look the way you wanted... all because someone refused to fix a bug.
