I still have to think about some of the observations, but following is already
clear:
(a) Bug?
    The appearance of the caret in the center of the field is not reproducible
    for other click positions, 
    caret can appear more or less everywhere left from mouse pointer, as also
    Step 4 shows. Such unpredictable 
(b) I can give the question back: With what software for what function do
    you see it as intended behavior that clicking on a selected string 
    makes Caret appear somewhere in the middle of the selection? I don't know
    any.
    My experience with more of less any software in any case:
    If a click on a selected string makes a caret appear, the expected 
    place for the caret generally is tight nearby mouse pointer position, 
    most times at the click position or left from clicked character.
    Examples (of course all not 100% matching):
(b1) go with <tab> through spin boxes of a 'Position and Size' dialog, 
     click a selected contents in front of last (unit) character
(b2) In WIN Files Explorer click into a highlighted filename left from 
     last character
