Steps how to reproduce with "AOO 4.0.1 Release – German UI / German locale
[AOO401m5(Build:9714)  -  Rev. 1524958 2013-09-20 11:40:29]" on German WIN7
Home Premium (64bit)", “historic” 4.0 User Profile used for all predecessor
versions:

1. Open attached sample document
   Expected: all row heights sufficient for contents
   Actual: cell G2 contents might be truncated
2. Try various Zoom levels, especially "Window Width", 100%, 116%, 141%
   You should see some levels with truncated cells, especially G2
   If you see such a level with truncations: 
3. Menu 'Tools -> Protect Document -> uncheck Table
4. Double click border between Row Headings 2-3
   > Row height Row 3 will be increased, G2 no longer truncated
5. Menu 'Tools -> Protect Document -> protect "Table"' (without password)
6. Save document with new name, close and reopen
7. Open attached sample document
   Expected: all row heights sufficient for contents
   Actual: cell G2 contents truncated agein

Additional info:
(a) Might be (also) a file-open problem: LibreOffice opens the document 
    from step 5 with correct row height 2
(b) Already Reproducible with sever installation of "AOO 4.0.0-Dev – 
    German UI / German locale - [AAOO400m3(Build:9702) - 
    Rev. 1513120 2013-08-13]" on German WIN7 Home Premium (64bit)",
    own separate user profile.
(c) Document opens without truncated cell G2 with 3.1.1, step 2 without
    truncated cells. 
    No more versions until  Rev. 1513120 tested until now.
(d) for a while I thought problem might depend on cell protection column
    A, but that has been refuted by some tests.
