This “bug”, if it is one, continues to exist in release 4.0 using Mac OSX10.7.5
 There are three work arounds, though they do not appear to be documented.  The
original poster suggests that the third work around should be the default
behavior.
Simple work-arounds 
a)    If the user resizes the Writer screen manually by dragging the corner,
the toolbars remain. 
b)    The user can also avoid the “odd” behavior by clicking the green “+”
(maximize window) in the upper left corner instead of selecting Full Screen
mode.  The toolbars will remain.

Otherwise, to recreate the issue
1.    Open a Writer document (new or already existing) (picture:
“notfullscreenmode.tiff”) 
2.    Use the key combination Shift-Command-J to enter Full Screen Mode
(picture: “fullscreenmode.tiff”)
There are no toolbars on the new application window.  However, clicking the
little down arrow next to the Full Screen icon allows the user to customize
toolbars.
Clicking that (picture: “fullscreenmodeeditflow.tiff”) leads to the third work
around and requires the user to make some potentially cryptic choices about
what to display.  I poked around and found some fairly common choices to
display. (picture: “fullscreenmodeedit.tiff”) 

This behavior is consistent with Microsoft’s Office suite.  I believe this
“bug” can be closed.
