That is an inspirational quotation from long ago.

"Give me liberty or give me death." is shown above (if it is indented, as I
tried to have it be) as a blockquote, and as it is already a blockquote it does
not get quotation marks. If a blockquote also has quotation marks, that is
incorrect, and that instance should be signified to the user.
