I think Edwin did not confirm reported problem.

If I understand everything correctly the original report is that after the
first error message that document contains not allowed characters (what is
completely correct) any further access to the document will be blocked. So for
example it will not be possible to replace contents in cells A11:A3 by "x" or
so.

My test results
Reproducible with server installation of "OOo 2.0.2 [680m5 (Build 9011)]"
German WIN7 Home Premium (64bit):

1. open sample document <<2008-11-07 15:31 CET, gbadoi >>
2. Menu 'Save as "issue202.odb" -> Confirm Warning -> Confirm Codepage 850 -> 
   [ok]
   > Error message as per <<2013-09-12 14:19 CEST, Edwin Sharp >> appears
3. [ok] co confirm Message
   > Name in Window Heading shown still is "issue", not "issue202"        ???
   > Check with Files Explorer, "issue202.odb" has been created           ???
4. Replace A1:A3 by "x", "y", "z"
5. Menu 'Save as "issue202.odb" -> Confirm warning -> Confirm Codepage 850 -> 
   [ok]
   Bug: Message "Error when saving document ... General input / output error"
        No way for write access to "issue202.odb"

This is more or less reporter's problem, it's impossible to react on error
message in step 2 by correcting the problem and saving again.

Now retry all the same with OOo 3.1.1.
Step 5 will work fine, you will have created a .dbf

Still works fine with server installation of "AOO 4.1.0-Beta – German UI /
German locale - [AOO410m14(Build:9760)  -  Rev. 1573601 2014-03-03 17:47:48]"
on German WIN7 Home Premium (64bit)", own separate user profile.

So this one is more or less fixed for OOo 3.1.1. It's a little strange that the
.dbf will be created in ste 3 without OO switching too it (active document
still is source.ods), but the core problem is solved.

   Has been fixed for OOo 3.3.1 (or more early),
   but because of incomplete Target Milestone
   selector contents (Bug 123063) I only can select TM = 4.1.0, no correct
   information can be contributed.
