decimal point automatically transformed into decimal comma

Steps to reproduce: 
1. Insert a table (e.g. 2 columns and 2 rows)
2. Open the Column Width window
3. Insert a width value with decimal point, where the decimal point is difined
by "." symbol (e.g. 1.1cm)
4. Click anywhere outside the "Column Width" window and notice your input

Actual result: 
The program automatically transforms „.” decimal point into a "," (comma
symbol), and value 1.1cm is automatically transformed in 11,00cm. Please see
the attached screenshot. 

Expected result: 
Taking as an oracle Microsoft Word Office, I expect Open Office to notify me
that "1.1cm" is not a valid measurement, and not to automatically transform my
desired value into another one.
