For me the white space below TOC appears simply appears when I update it after
opening when I do a TOC update.

Still Reproducible with server installation of "AOO 4.1.0-Beta – English UI /
German locale - [AOO410m14(Build:9760)  -  Rev. 1577236 2014-03-15]" on German
WIN7 Home Premium (64bit)", own separate user profile:

10. Open Document from AOO Start Center
11. Activate menu 'View -> Show Nonprinting characters
    > You see 2 empty paragraphs between TOC and "Screenshot in OpenOffice
1.1:"
12. On TOC: 'rightclick -> Update TOC'
    Bug: an approximately 10 text lines high white area shifts 2 blank
paragraphs 
         from step 11 down
13. Click left from "Screenshot in OpenOffice 1.1:" -> <Enter>
    > Blank paragraph inserted, white area disappears

Additional Info:

(a) This is not a new effect, already visible in OOo 3.1.1, OOo 2.0.2
(b) No problem with OOo 1.1.5
(c) there are additional problems with TOC what might be related, I will 
    submit separate issues.
(d) Minor Issue due to simple workaround step 13
