This one is a spin off from "Issue 124068 - Bar chart - axes are reversed"
For details please see comments in that report.
Current Help Text under "Chart Type Column and Bar":
"The y axis shows categories. The x axis shows the value for each category."
That's wrong, following a naive view "horizontal axis always is X-, vertical
axis always is Y-axis". But Bar chart is a flipped (at 45°) Column chart,
x-axis and y-axis keep their function.
Correct Text should be axis definition from Column Chart with short additional
hint:
"The vertical x axis shows categories. The horizontal y axis shows the value
for each category."
I already see that in OOo 3.1.1
