For Details see "Issue 116151 - "Edit filter settings" inactive and ignored
when resaving a CSV file" Comment 4 and following. Currently in some situations
the Filter dialog will appear (intendedly) although option is unchecked in
'Save as' dialog.
As can be seen in Issue 116151 the current behavior is worrying and should be
improved: If filter will appear the checkbox
This problem does not only affect this particular filter, also (for example)
save as DBASE.DBF, probably all export filters what sometimes open inevitably .
I wonder whether there is a central function with what the requested behavior
can be reached.
