Synopsis of the problem: the default downloads on SourceForge were not updated
with the new uploads. SourceForge support has updated them as follows:

Mac:
/4.0.0/binaries/en-US/Apache_OpenOffice_4.0.0_MacOS_x86_install_en-US.dmg/download

Win:

To manage this in the future, any admin or developer that has “Release
Technician” privileges on the SourceForge project can set the default download
through the web UI File Manager.

Instructions:

 1. Go to the Files page while logged in to access the File Manager
 2. From the File Manager navigate to the directory that contains the file
 3. Select the "i" icon for the file you wish to set as the default download
 4. On the bottom right check the boxes for the operating systems which you
wish the file to be the default download for.
 5. Select save

That should then set the default download as the file you selected. There may
be up to a 5 minute delay before links are updated. 

Note that by updating the new default users who subscribed to the "Keep me
updated" service will get notified of the availability of a new version.
