Tatar (tt) is not in the source code

and has no locale data, but this will be covered in another issue.
We have volunteers ready to help, so a new empty project for Tatar (tt) should
be initialized in Pootle and PO files from OpenOffice 4.1.0 should be uploaded
there.
To initialize the project we will need that someone who speaks Tatar provides
the plural rules for Tatar for Pootle in the comments below. Please ask for
more details if you can't find information yourself about this.
