I created a new German and Spanish language package with the given patch. 1st scenario: I had AOO 4.1.0 RC3 en-US installed as an upgrade of AOO 4.0.1 en-US. I had also the AOO 4.0.1 de language package installed. I successfully installed both language packages on this system. Both also work - I could switch the UI languages successfully. 2nd scenario: No former AOO version installed. I successfully installed AOO 4.1.0 RC3 and both language packages.
