(a) Is it possible to have documents in AOO opened with different locale? I don't think so (b) Is the requested "locale in document" part of ODF 1.2 specifications? I do not know. (c) I can't confirm difference with "User Defined" formatting due to Attachment 83171 for Issue 124654 with 4.1.0 (WIN).
