Although a CSS file might not seem code, it is inside the source code repository, and a build should be done before committing the change; a change that might not look code-related, can indeed break the build, see issue 121825 and Revision 1452033. There is a bot that posts a comment in bugzilla about the commit, if you follow the rule of starting the commit message with the bug number #NNN# iNNN #iNNN# see the commits on http://svn.apache.org/viewvc/openoffice/trunk/main/ that follow that pattern.
