My steps to reproduce: 1. Create a new Impress presentation. 2. Select Insert -> Date and Time. 3. Select Variable. 4. Observe the available Date and Time selections in the drop-down (there are 10 different formats to pick from). Also, I compared this to PowerPoint 2013. PowerPoint also does not offer any Date and Time formatting customization in the Slide Footer.
