AOO is often only built for a subset of releasable languages (currently 38
languages). Regardless of which languages are enabled in the configure step the
helpcontent module is compiled for all 90 languages that ever existed in the
OOo project. As this takes a very long time all disabled languages waste build
time. Disabled languages shouldn't be built.
