OpenOffice does not support the Valencian RACV (also called internally as
"Catalan (Valencia RACV)" language at the moment.
We need to use a "private use" code for it, like already done for Valencian
AVL, known in OpenOffice as ca_XV; the agreed code (see l10n list archives) is
ca_XR where ca_ means "variant of Catalan", "X" means "reserved" and "R" is
arbitrary and stands for RACV.
The implementation should be exactly like the existing one for ca_XV: namely,
this is not a "full" language, since interoperability would break, but it is
supported as a UI language.
