I compared the .dbf file attached by mhatheoo and a .dbf file obtained by
saving the original .dbf file opened with Calc.
The result was the same documented by mhatheoo.

There are some inconsistencies in the data storage of the fields DPARAID and
DPARANO1 both defined N, 19, 2

In the data record of original file these fields are stored without decimal.
In the data record of .dbf created by Calc these fields are stored with decimal
but aligned to left instead to right as required by dBase File Structure 

So I confirm the issue.
