Try the following

1) open a new blank AOO impress document
2) Create a first slide with title, content layout and just two lines of text
in the text area
* Foo
  - Bar
Assure that as in the example above they are at two different levels
3) Add a second slide similar to the previous one
* Bar
  - Foo
4) View the master pages
5) Add a second master page
6) In the second master page, put the cursor in the bulletted text, call
Format-> Bullets and Numbering, go to the customize tab, select level 2, change
the character to an "O".
7) Close the master pages
8) Apply to the second slide the style of the second master page.
9) Verify that you have on the first slide
* Foo
  - Bar
and in the second slide
* Bar
  O Foo
10) Save the document
11) Close the document
12) Reopen the document
13) Verify that all the slides and master pages now have the same bullet style.

This may seem trivial, but it is not. In fact, it has to do with the whole of
the bullet points formatting including the "positioning"

When preparing slides, one often wants to reuse previous material. If such
previous material use different bullet styles, particularly with respect to
positioning parameters, it becomes impossible to respect it and the appearance
of the slides break.
