I've done some further investigation and here are my findings:
#My config:
Windows 8.1
MS office 2013
OO 4.2.0

Steps:
1. Create a new presentation in MS PP 2013 and add 1 blank slide
2. Insert a chart (I selected a line graph and used the default dataset)
3. Saved file as ChartTest1.pptx
4. Then saved file as ChartTest2.ppt (I get a compatibility warning)
5. Then saved file as ChartTest3.odp (I get a different compatibility message)
6. Open Impress and then Open ChartTest1.pptx with file>open - 
#A Blank chart is displayed without data
7. Open ChartTest2.ppt with File>open 
#The chart is displayed with the data I expected from PP. 
#It is harder to select the chart in this file. I manage to find the outline
and can then click edit. This behaves differently to the pptx file (it launches
Excel). Does OO see this as an embedded object or a chart? 
#I am able to change the data set and save which is reflected in the chart
displayed in Impress
8. Open ChartTest3.odp with File>Open
#The chart is displayed with the data I expected from PP.
#I can select the chart and edit the data table directly from within Impress

It seems that there is a problem populating the data table when opening a pptx
file containing a chart.
