I guess you pressed the "Macro" tab in the "Picture" dialog.
You don't need a JRE to edit pictures, but selecting tab will try to lauch a
JRE to see if it can find all macros.

What to do? Wait until the program is responsive (you may have to click OK on
the warining dialog several times, see bug 86541 comment 8), and select a tab
other that "Macro".

You can also install a JRE. Note that Windows requires a 32 bit JRE (Windows
x86 on
