I've been trying to reproduce this bug using the same configuration as reported
by Patrick. I am on Mac OS X 10.10, using the official 4.1.1 version of Open
Office for Mac. 

Initially, after trying out the steps described in the original bug report, I
was not able to reproduce the bug - I was able to use the scroll bar in the
Special Character window without any problems.

However, after looking at the Apple Crash Report that was attached to the bug,
I noticed that the module that crashes seems to be "AquaA11yRoleHelper
simpleMapNativeRoleFrom" - which leads me to believe that the crash might be
related to having accessibility enabled in Mac OS X. (I did some google
searches with this module as a keyword which brought up some old LibreOffice
bugs like this one: https://bugs.freedesktop.org/show_bug.cgi?id=38704
indicating problems with accessibility). 

After some more tests using different Accessibility modules on and off, I was
able to reproduce what looks like the exact same problem. Here are the exact
steps that I performed:

1. On Mac OSX 10.10, I created a new account (so a clean OO profile). I had the
following configure in the Accessibility settings (from System Settings) on
this new account:
- Voice Over - Turn Voice Over On
- from the Voice Over screen, go to Open Voice Over Utility
- On the new screen, go to Verbosity -> Announcements and check the "Announce
when mouse cursor enters a window" (THIS SETTING WAS ESSENTIAL FOR ME TO
REPRODUCE THE PROBLEM)

2. I started Open Office on this new profile and opened a new document in
Writer. 
3. From Insert, I choose "Special Character.."
4. Using the mouse, I tried to scroll through the characters in the Special
Character window. => this resulted in a crash. 

I have attached my own Apple crash report to the bug, which seems identical to
the one reported by Patrick. - (Crash Report - Same problem from second user)

With Voice Over on and the mouse cursor announcement setting, I can reproduce
this problem every time, with a comment that sometimes the entire window is
unresponsive, then crashes, sometimes the windows behaves like Patrick mentions
as well - I can use a special character, but I cannot scroll using the scroll
bar. 

Additional Info:
I have noticed that the same Special Character window can be accessed from
different places, and it also crashed for me when accessing it from
Bullets/Numbering menu (if you have a bulleted list, you can right click on the
bullet and choose this option), when I try to go to Options and choose a
different character for the bullet. Im this case, when trying to interact with
the special characters to choose one of them as a new bullet format, I got a
different crash, attached here as "Crash report - Special Characters for
Bullets". In this case, I had the same accessibly settings and the voice over
on. 

This would suggest to me that there might be a much bigger problem when using
the Voice Over function on Mac in Open Office, and that other features besides
the Special Character insertion might cause similar crashes.
