Microsoft changed, since Vista, the way applications use the system dialogue (its "API"), so there are two different implementations in OpenOffice, the one you use in Windows XP is not the same you use in Windows >= Vista. Unfortunately, the implementation for Windows Vista has some bugs, and OpenOffice's own dialogues are rudimentary.
