When I allow it to open and enable editing, I discover that it is in Excel XML Spreadsheet format. When opened in Apache OpenOffice 4.1.1 directly, there is an "OpenOffice requires a Java runtime environment (JRE) to perform this task. Please install ..." message, presumably to attempt conversion, followed by a General input/output error. If I rename the file to have extension .xml, Excel 2013 opens it directly. OpenOffice Calc will attempt to open it also, using File > Open ..., and the JRE requirement arises again. On Calc, this is the format "Microsoft Excel 2003 XML (.xml)(*.xml)".
