It is not the same! Try moving multiple headings of the same level; impossible. Go to the nth Heading in the text and locate it in Navigator. Let's say you are in Heading 14.8.5.2 and heading numbering is disabled; it will take you a very (very) long time! Try moving paragraphs; impossible. All that happen, because the editing area is separated from the organizing/navigating function.
