How to reproduce a actual issue with open-read-only and *.doc files:

1. Create a brand new Writer document and save as .doc with both passwords set
(file-open and open-read-only).
2. Reload the document. It should prompt for a password on open, open in
read-only mode and when you hit the edit button is should prompt for the other
password.
3. Save the document under another name with no password.
4. When you reload the second Word document, it will open in read-only mode.
Hitting the edit button makes the document editable without prompting for any
password. menu:File>Properties...[Security] shows that the open-read-only
options is not set. There is no apparent reason why the document opens
read-only.
5. The file opens normally after being saved as .odt.
