I was able to reproduce this bug on Mac 10.9.5 with Apache OpenOffice 4.1.1.

While reproducing the bug I looked for a setting that would enable the accent
menu when holding down a special character but I did not find one. The only
method I was able to find for inserting accent characters is: Insert > Special
Characters... and a window will pop up that gives you a dictionary of accent
characters to select.

I also tested a couple other text editors on the same Mac. With Microsoft Word
for Mac 2011 Version 14.4.7 (141117) I was able to hold down characters (a e i
o u) and receive a menu of accent characters. Also with TextMate Version 1.5.11
(1635) I was able to hold down characters and receive an accent menu.

While doing these follow up tests I also noticed that the other two programs
don't repeat the character when it is being held down like OO Writer does. So I
looked for a setting that could disable key repeat but was unsuccessful finding
one.

The accent menu not being enabled when holding down a special character could
hurt OpenOffice's demographic of non-English speaking Mac users. With other
text editor's readily available that have this feature enabled they are likely
to choose those over OpenOffice Writer because it is more efficient for them.
