I can at least confirm that the issue exists across operating systems. Testing
on Windows 10 with AOO420m1 (Build:9800) - Rev. 1692551 I can replicate the
issue following these steps.

1.    Open an empty writer document
2.    Insert a table
3.    Using table / table properties menu and looking under tab Borders shows
the “Merge adjacent line styles” box checked as default

4.    Open the document provided in the initial report
5.    Insert a table in that document
6.    Open the table / table properties menu
7.    Looking in the same location, the “Merge adjacent line styles” box is
unchecked as default

Having the selection set as default for different document styles instead of
the editor itself would be confusing to anyone editing documents provided by
different authors. Making the editor control the default setting rather than
the document would let editors easily match their tables to the document’s
tables, or not if that’s what the editor desires.
