Then the mnemonic L for "Language" is set automatically. You can test it, when you change "~Line Numbering..." to "L~ine Numbering..." in your local installation. It is in file share/registry/writer.xcd in your program folder. The file to be changed in core is /main/officecfg/registry/data/org/openoffice/Office/UI/WriterCommands.xcu It is an "easy hack". Similar problems have been discussed in bug 122288 for some other mnemonics some time ago. The problem is in en-US. Problems for other languages are solved in Pootle.
