In general, when mouse controls seem to not function (scroll, one of the clicks), etc., it is usually sufficient to restart Windows. The same can be required when the keyboard seems to be stuck and providing functions instead of typing text. These can be functions of input state becoming wedged and might be the result of hangovers from other programs having been run. None of that might have been applicable in this case.
