The behavior is confirmed with Apache OpenOffice 4.1.2, on Windows 10 Pro x64
en_US.

The behavior is not seen with LibreOffice 5.0 x64.

A peculiar aspect of the effect is that it applies in distinct blocks of rows. 
Cells in the last two rows are fine, cell in preceding rows show cells as
having the values being the same string twice, and then, working up to the top
rows, expansion of the value can be as much as with 4 copies of the value.  See
column B.

If the file is saved as a .ods, the resulting file has the defect (and it is
seen when opened in Excel 2016 also), suggesting that it is the cell values
that have been imported incorrectly by AOO.  The result is not a presentation
defect.

If the .xlsx file is saved in .ods format from Excel 2016, that file opens
correctly in AOO 4.1.2 with respect to the observed defect.
