It is premature to make that claim. I have noticed such behavior on Windows 8.1/10 where it had nothing to do with Apache OpenOffice. The usual workaround is to do the copy over until it takes. When one of these Pastes fails, see if you can copy into something else, such as an open NotePad, WordPad or OneNote document. Do this to verify that the copy from Notes actually changed the Windows clipboard. What application are you speaking of as "Notes?"
